The City Administrator is responsible to the City Council for administration of city affairs. The City Administrator has power and responsibility to perform all duties specified in the City Charter and city code, prepare a proposed annual budget and administer it after Council approval and coordinate activities of all city departments and personnel. Specific duties are outlined in the City Code Chapter 31.  

There is only one Cannon Falls: no other city in the United States has this name. But more importantly, Cannon Falls is strategically located between the thriving Twin Cities metropolitan area and Rochester, Minnesota, home to the world-renowned Mayo Clinic. 

Cannon Falls offers a vibrant business environment with a skilled workforce, strong infrastructure, convenient accessibility and flexible incentives. The robust local economy features a solid lineup of businesses in manufacturing, food processing, financial services and transportation and logistics. 

Cannon Falls is governed by a Mayor and six member City Council, all elected at large by the voters of the City. The Mayor serves for a four year term and four City Council Members serve a four year term and two City Council Members serve a two year term. Elections are held in even numbered years.

Fire Chief Brice Miller is responsible for Cannon Falls Volunteer Fire & Rescue.  Cannon Falls Fire & Rescue is made up of committed community members that handle calls within the City and surrounding townships 24 hours a day, seven days a week.

The Planning Commission is composed of three community members appointed by the Council serving three year staggered terms. Two members of the Council are appointed as commission members and serve a one year term.

Position Summary

This position is responsible for providing aid and support to the Cannon Falls Police Department and to cooperate with other law enforcement agencies.

Building permitting in the City of Cannon Falls is done at City Hall. Building permits may be completed in person at City Hall or by completing the application below.  Completed applications can 

Fence permits are required for all new and replacement fences in the City of Cannon Falls. 

Fences that are made of plastic, PVC or chain link may be located ON the property line. Wooden fences must be located at least 2 FEET INSIDE the property line of the property erecting the fence. It is recommended that the property owner establish property lines by locating property pins or contacting a professional surveyor. The City of Cannon Falls does NOT mark property lines. 

 

Utility/Underground Obstruction permits are required for all new utility work being done in the City of Cannon Falls by private entities. This includes fiber optic cable, water and sewer utility extensions and electrical wires both underground and overhead.

Cannon Falls Ambulance Service: A Legacy of Care

The Cannon Falls Ambulance Service has been a cornerstone of emergency medical care for over half a century. Serving the City of Cannon Falls and the expansive rural areas of Goodhue and Dakota Counties, the service covers an impressive response area of approximately 225 square miles. With a dedicated team of full-time and volunteer Emergency Medical Technicians (EMTs) and paramedics, the service provides essential medical response to the local community.

A Historical Perspective

The Planning and Zoning Department is responsible for administering the Zoning and Subdivision Ordinances, as well as all permitting, licensing and addressing in the City of Cannon Falls. The Planning Commission is appointed by the City Council and makes recommendations on zoning items. 

Excavation permits must be applied for with the City of Cannon Falls prior to any excavating work done in the City. This includes excavation related to construction work. 

Sign permits are required for all new and replacement signs in the City of Cannon Falls. Sign restrictions and regulations are found in the City of Cannon Falls City Code Section 152.350.

The City of Cannon Falls has several parks with a variety of offerings from sports facilities, river access and trails as well as smaller neighborhood parks with a variety of playground equipment and amenities.

John Burch Park is one of Cannon Falls' most recognizable parks with the large baseball field that is home to several local teams. In the fall the field changes over to football for the Cannon Falls Bombers High School team to play home games. John Burch Park also hosts outdoor church services in the summer, music and movies for the community and also local organization fundraisers.

Hannah's Bend offers a view of the Cannon River as it flows into the City of Cannon Falls. Amenities include a Frisbee golf course, picnic shelter, playground equipment, hiking trails and a connection to both the Cannon Valley Trail and Mill Towns Trail.

East Side Park is a popular park for gatherings of all types. The park boasts a picnic shelter with picnic tables, playground and basketball court. Riverside Park is located in downtown Cannon Falls along the Cannon River. There is playground equipment along with a picnic shelter and canoe launching point.

Cannon Falls Minnesota was founded in 1854 along the Cannon River and Little Cannon River. The name Cannon Falls is derived from the waterfall on the Little Cannon River which is still located in downtown Cannon Falls. Cannon Falls is located approximately 45 minutes from both St. Paul and Rochester Minnesota with direct access to both cities via US Highway 52. 

The Cannon Valley Trail begins in downtown Cannon Falls. Many bicyclists come each summer to ride the trail between Cannon Falls and Red Wing.

The City of Cannon Falls is hiring a part-time PEG Access Technician to assist with television broadcasts and video production. Responsibilities include camera and microphone operation, video editing, and scheduling videos and messages to air on local access TV. The City of Cannon Falls is accepting applications for the position of full-time Utility Billing Clerk/Receptionist/Office Assistant.  This position is responsible for utility billing operations, greeting customers, clerical tasks including answering and directing telephone calls, providing office and administrative support to public works department staff, assisting in election activities and other miscellaneous duties.

The City of Cannon Falls is seeking applicants for Volunteer Firefighter.  Primary responsibilities include responding to fire, medical or other emergencies, plus operating fire department vehicles and equipment.  High school diploma or general education degree (GED) required. Must be 18 years of age to apply, maintain a valid Minnesota Class D Drivers’ License, and have a good driving record. The City recognizes that the ability to cultivate one’s own food is a sustainable activity that can also be a rewarding pastime. Therefore, it is the purpose and intent of this ordinance to permit the keeping and maintenance of chicken hens for residential egg production by permit. The chicken MUST be kept in a clean and sanitary manner that is not a nuisance to or detrimental to the public health, safety and welfare of the community. The keeping of other poultry is prohibited.
 

The purpose of the Zoning & Development Application is to outline the City of Cannon Falls development process for zoning and subdivision applications, making it as economical and efficient as possible for all involved.

One is on the Goodhue County side located off of County Highway 19 west of Cannon Falls which is equipped with a boat launch, dock, beach, swimming area, picnic pavilion, walking path, playground equipment, Lake Byllesby Dam and porta-potties.

Primary duties include: sweeping, mopping, vacuuming, cleaning and disinfecting restrooms and offices, washing window sills, vents, and woodwork.  Assists with minor maintenance and repairs of the facilities.  Locations include City Hall, Fire Hall, Library, Public Works and Wastewater Facility. 

The City of Cannon Falls, MN operates the Downtown Farmers Market in the City parking lot located at 500 Main Street West. These policies and procedures establish the rules and regulations for the farmers market.

Dates and Times: The farmers market operates each Saturday from 8 am to 12 noon over the summer and fall months. Annually, the City will set the date of the first and last farmers market for the year.

PEDDLER: A person who goes from house-to-house, door-to-door , business-to-business, street-to-street, or any type of place-to-place, for the purpose of offering for sale, displaying or exposing for sale, selling or attempting to sell, and delivering immediately upon sale, the goods, wares, products, merchandise or other personal property that the person is carrying or otherwise transporting. Summer Sewer Usage Credit 
The purpose of the Summer Sewer Usage Credit is to provide consideration for lawn and garden sprinkling and other related outside water usage, including pools, which does not flow into the sanitary sewer system.

The credit shall be the difference between the actual metered use and the amount equal to 150% of the average use from November 1st to March 31st. The sewer credit shall be applied to billings for May 1st through September 30th usage. (June through October billings.) 

The EDA meets in the City Hall Conference Room at 3:30 p.m. on the first Thursday of the month.

Hardwood Estates 2nd Subdivision

Hardwood Estates 2nd Subdivision is a 40+ acre residential property owned by the Cannon Falls Economic Development Authority located on the easternmost edge of Cannon Falls. It is on the south side of Highway 19 along 72nd Ave Way directly across from the Cannon Falls Area Schools. It is also flanked by two churches at the intersection of Hardwood Way/Hwy 19 and County 24. The development is nestled at the base of the bluffs, offering a sense of the countryside with the amenities of the city.

This meeting is being held one week late due to the Independence Day holiday that occurred on the regular meeting day for the month.

The Economic Development Authority (EDA) is a public body corporate with a mission to enhance economic development and quality of life in Cannon Falls. By partnering and collaborating with numerous private and public sector interests, the EDA has established an impressive portfolio of successful investments and projects in Cannon Falls. The EDA manages and maintains the Economic Development Fund and allocates funding to accomplish defined goals as established by the Authority.

MnDOT collaborated with the City of Cannon Falls to make the city a better place to walk, bike, and roll. Cannon Falls wants to remove the barriers that people face when choosing to walk or bike in the community making it easier to walk and bike in Cannon Falls can improve community health, culture, and social relationships.

Per- and Polyfluoroalkyl Substances (PFAS)

The City of Cannon Falls is implementing a PFAS Pollutant Management Plan (PMP) as a part of an agreement with the Minnesota Pollution Control Agency (MPCA).

Per- and Polyfluoroalkyl Substances (PFAS) are a family of man made chemicals common in many household products and known as “forever chemicals”. PFAS are extremely resistant to environmental degradation and are not easily removed through conventional pollution treatment methods.
